Zero Harm Certs Pte. Ltd. provides independent Workplace Safety and Health (WSH) auditing services in accordance with SAC CT 17 and MOM requirements. All audits are conducted with impartiality, objectivity, technical competence, and evidence-based methodology.

Our audits are designed to evaluate compliance, verify implementation, identify gaps, and support continual improvement in workplace safety and health performance across construction and other high-risk industries.

Audit Methodology

All audits are carried out using a structured and systematic approach to ensure consistency, transparency, and reliability:

1. Audit Planning

We establish the audit scope, criteria, objectives, and schedule based on the applicable requirements, nature of work activities, and audit type.

2. Document Review

We review relevant documentation such as risk assessments, procedures, registers, inspection records, training records, and supporting evidence to verify compliance and implementation.

3. Site Inspection

We conduct on-site inspections to observe workplace conditions, work practices, control measures, and compliance with applicable WSH requirements.

4. Personnel Interviews

We interview management personnel, supervisors, and workers to assess awareness, implementation, competency, and consistency of practices on the ground.

5. Evaluation and Scoring

We assess the evidence gathered against the relevant audit criteria and assign scores where applicable, including structured scoring systems such as ConSASS.

6. Reporting

We issue a structured audit report detailing the audit outcome, findings, observations, strengths, and areas for improvement.

ConSASS Audits

Our ConSASS Audits are conducted based on the Construction Safety Audit Scoring System (ConSASS) for construction worksites in Singapore.

The audit evaluates the effectiveness of the Workplace Safety and Health (WSH) management system, site conditions, and implementation of control measures through document review, site inspection, and personnel interviews.

The audit provides a structured and systematic assessment of safety performance at the worksite and generates an audit score based on the applicable ConSASS criteria.

This enables organisations to identify weaknesses, strengthen control measures, improve compliance, and enhance overall workplace safety performance.

Risk Management Audits (bizSAFE Level 3 / RM Audit)

Our Risk Management Audits assess compliance with the Workplace Safety and Health (Risk Management) Regulations and relevant bizSAFE requirements.

The audit verifies the adequacy and implementation of hazard identification, risk evaluation, and risk control measures through review of risk registers, safe work procedures, records, and on-site practices.

Particular attention is given to whether risk assessments are properly established, communicated, implemented, reviewed, and supported by effective operational controls.

This audit helps ensure that workplace risks are systematically identified, evaluated, controlled, and monitored across the organisation.

Workplace Safety and Health Management System Audits

Our Workplace Safety and Health Management System Audits evaluate the implementation and effectiveness of the organisation’s safety and health management system.

The audit covers critical elements such as policy, leadership commitment, roles and responsibilities, risk management, legal compliance, training and competency, communication, incident management, monitoring, corrective action, and continual improvement.

The objective is to determine whether the management system is properly established, effectively implemented, maintained, and aligned with organisational and regulatory requirements.

This provides management with a clear view of system effectiveness and areas requiring strengthening or improvement.

Risk Assessment Declaration for Approved Scaffold Contractor Audit

Our Risk Assessment Declaration for Approved Scaffold Contractor Audit focus specifically on scaffold-related work activities to verify that risk assessments and control measures are properly implemented and maintained.

The audit includes review of relevant scaffold procedures, inspection practices, work methods, supervision, competency requirements, and site conditions.

It assesses whether identified scaffold-related hazards are adequately controlled and whether the required preventive measures are effectively implemented in practice.

This helps organisations strengthen scaffold safety performance and maintain compliance with applicable WSH requirements and safe work practices.

Workplace Safety and Health Awards Audits

Our Workplace Safety and Health Awards Audits support organisations in preparing for various Workplace Safety and Health (WSH) Awards, including:

  • WSH Awards (Excellence / Performance)
  • bizSAFE Awards
  • Other industry-recognised safety awards

The audit evaluates key areas such as safety performance, leadership and management commitment, implementation of WSH systems, workforce engagement, supporting documentation, and evidence of safety achievements.

This helps organisations assess their readiness for award submission, strengthen presentation of evidence, and identify any gaps requiring attention before formal assessment.

RoSPA (UK) Awards Audit

Our RoSPA (UK) Awards Audit supports organisations seeking recognition under the UK-based RoSPA Awards scheme.

The audit assesses health and safety management arrangements, supporting evidence, and performance practices against recognised standards and best practices.

It focuses on the strength of the organisation’s safety governance, implementation framework, and evidence of sustained safety performance.

This helps organisations improve readiness for RoSPA submission and strengthen their overall health and safety management profile.
